The numbers are telling: in Arad, approximately 3 million lei in fines have accrued for around thirty people, totalling more than €500,000.

Six-figure debts, repeated fines for prostitution

These are cumulative penalties. One woman was fined several hundred times, adding up to 243,000 lei. Two other sex workers each received fines exceeding 200,000 lei.

At the same time, individual administrative fines range from 500 to 1,500 lei, and most often authorities apply the minimum. The mounting debt is therefore not due to a single large sanction, but the result of frequent, repeated fines, Maszol reported.

According to municipal offices, the core issue is that most of those affected do not hold formal employment and do not own property, vehicles, or other assets that could be seized.

Many also are not residents of the city, but travel from other areas. As a result, enforcement actions are highly burdensome and often ineffective.

Courts frequently replace cash fines with community service, but experience shows that even this is not fulfilled in every case.

The municipality aims to avoid distortions in its financial records by not leaving debts on the books for years; instead, it initiates insolvency procedures for amounts that are effectively uncollectable.

Drobeta Turnu Severin: six million

As reported by Antena 3 CNN, in Drobeta Turnu Severin more than 6 million lei in fines have accumulated over the years.

Some penalties even date back to 1992, despite the fact that in Romania, prostitution was only decriminalized in 2014. In one person’s case, the total fines have already reached 1 million lei.

Since the individuals involved have no assets that can be enforced against, compulsory collection is effectively a dead end.

Regulation instead of punishment?

The situation is particularly notable given that a National Liberal MP recently introduced a bill to legalize prostitution. Under the proposal, sex work would become a regulated and taxable activity.

The current approach exposes a clear paradox: prostitution is decriminalized, yet related administrative offenses generate million-lei fines that ultimately cannot be collected.

The system penalizes, but the money never arrives - and the issue remains unresolved.
