Far from India’s rapidly modernising cities are rural communities where prostitution is not an individual choice but a family trade passed down through generations. In these places, welcoming a newborn daughter is not only a celebration but also a financial consideration: how will she one day help sustain the household?

In such settlements, the bus stop often replaces the classroom as the daily “workplace”. A Deutsche Welle documentary offers a window into life in one of these communities, where poverty, social exclusion, and legal ambiguity intersect.

Dusty road, bright sari, the sole earner at home

The film opens with a woman, her face covered, waiting for clients beside a makeshift bus stop. She has a baby at home, and in her extended family she is the only person bringing in money, as she does adult jobs.

In the past, her earnings went toward repaying debts and covering a relative’s wedding expenses. More recently, however, client numbers have fallen and instability has increased. In these villages, prostitution functions within entrenched local systems and is, in many cases, the only accessible source of income.

What is a “brothel village”?

The term describes rural areas where sex jobs have become the core of the local economy in India. In some of the most impoverished regions, this has been embedded over decades, and today entire households rely on it for survival.

Girls frequently begin working at around 14–15 years old. One young woman interviewed in the film recalls facing extreme hardship as a teenager and stepping into the same role her mother and aunt had held before her.

Colonial history and persistent stigma

Many of these communities descend from groups historically associated with performing arts and itinerant livelihoods. Under British colonial rule, several such groups were criminalised and branded as “born criminals”.

Although those legal labels have since been removed, social stigma persists. Traditional income streams have vanished, and viable, dignified employment has not filled the gap. The result: limited options and a mass shift of women into sex work.

Women as providers, yet prostitution endures

In these areas, men rarely take up outside employment. Women earn the household’s income, while male relatives coordinate the work and manage domestic responsibilities.

While this may look like a reversal of roles, underlying power structures remain intact. Longstanding cultural and religious practices have normalised women’s vulnerability. Some traditions, for instance, dedicated young girls to temple service, which in many cases masked or rationalised sexual exploitation.

The pressure to survive continues to reinforce a closed cycle. A sudden crisis - such as the COVID-19 pandemic - can wipe out savings overnight. With limited access to formal loans or assistance, many turn to informal lenders, deepening dependency.

Law and insecurity: who is the system serving?

In India, prostitution itself is not illegal, but related activities - such as keeping a brothel or solicitation - are criminal offences. This mixed legal framework makes affected sex workers particularly vulnerable.

Authorities often struggle to distinguish between coercion and consent. Raids and “rescue operations” are frequently carried out without legal counsel or realistic alternatives for livelihood, amplifying instability.

Public debate tends to polarise: one side argues that all adult work is inherently violent, while the other frames it strictly as a labour rights issue. The truth is more nuanced. Compulsion and accommodation, vulnerability and strategic choice can coexist.

Is there a path out of the brothel villages?

In recent years, education and rehabilitation programmes have emerged, along with legal efforts to clarify status. For lasting progress, however, change must go beyond statutes to include a shift in societal attitudes.

Challenging prejudice and educating girls are vital. Yet where meeting daily needs takes priority, schooling can feel out of reach. Without financial security and social acceptance, leaving remains an unrealistic option for most women today.

There is a clear line between structured, voluntary adult content creation and intergenerational, forced prostitution. Responsible professional dialogue is credible only when this distinction is recognised - and when systemic exploitation is not conflated with informed, autonomous choices.
